Smals (an asbl/vzw including ONSS/RSZ,SPP-IS/POD-MI) is developping various software for the belgium.be portal. This software relies on WebLogic's web server but most of the development include some Java FLOSS (such as Apache commons, Hibernate, etc.). However, to my knowledge, Smals never produced FLOSS software.
